2023 District Convention
House of Delegates Action
All the bylaw proposals and resolutions presented at the House of Delegates were approved without debate:
Bylaw Amendments:
- Proposal 1: Wording changes to keep the district bylaws in line with the Kiwanis International bylaws. Some changes do affect district operations:
- Allows someone from outside a division to serve as lieutenant governor if no one from inside the division can be found.
- Restricts the ability of someone to run off the floor for governor-elect or lieutenant governor-elect.
- Reduces the quorum needed to elect a lieutenant governor from one-half to one-third of the active clubs.
- Expands the time period for lieutenant governor elections to take place.
- Proposal 2: Limits the number of consecutive terms a lieutenant governor can serve to two.
- Proposal 3: Wording change that affects tie votes for the position of lieutenant governor.
- Proposal 4: Adds a new district committee: Diversity, Equity and Inclusion.
Candidate Endorsement:
The delegates unanimously endorsed Past Gov. Eric Paul for election to the board of Kiwanis International. Paul will be a candidate at the 2024 Kiwanis International Convention in Denver.
Resolutions:
- Dedicating the 2023 District Convention in honor of Martin Toombs, a member of the Seneca Falls-Waterloo club. He has managed the district web site for 22 years and the Empire State Kiwanian for 14.
- Thanking Alison Mandel, Richard Hall, Udo Glosch, Kim Scharoff, Michael Wayne and staff of the Radisson Hotel for their work insuring a successful convention.
- Thanking Richard G. Hall, Michael Wayne, Martin Valk, Sean O'Sullivan, Kim Scharoff, David Morse and Gordon Soderholm for their efforts on behalf of the district.
- Thanking Kiwanis International Trustee Steven Ingram of the Indiana district for his participation on the convention.
- Thanking Kiwanis International President-Designate Katrina Baranko of the George District for her participation in the convention.
- Thanking Gov. Joel Harris for his leadership during the 2022-23 year.
